Issue 4: Ethics Law Amendment
City of Sandusky
Official Ballot Language
This is the exact text that will appear on your ballot
Amend Section 43 of the Charter of the City of Sandusky to follow the State of Ohio Ethics Law.
Proposed Change
This amendment would replace the current one-paragraph Section 43 with adoption of the full State of Ohio Ethics Law. By adopting the state ethics law framework, city officials and employees would be subject to the same comprehensive 25-page ethics rules, oversight, and enforcement that applies to officials throughout Ohio and in other Ohio municipalities.
When questions arise, city officials can consult with the Ohio Ethics Commission's full-time legal staff who specialize in ethics law. The Commission also provides enforcement and investigative services, offering more robust oversight than the current local one-paragraph provision.
Arguments For
- State law is 25 pages vs. city's one paragraph - much more comprehensive
- Ohio Ethics Commission has full-time lawyers to answer questions
- Resolves home rule conflict - ethics is criminal law (police power)
- Removes legal uncertainty about which rules actually apply
- Access to state enforcement resources and expertise
- Modern, detailed ethics framework with guidance materials
- Aligns Sandusky with statewide ethics standards
